My factory in Hong Kong, having run short of labels ever since last June, had to deliver the cigar boxes with incomplete labels, but a great maber of buyers refused to take them,

brand. suspecting that they were not of the gemine "Orient" Now if I am not allowed to ship further supplies of my well known labels, I fear my fentory will be obliged to discharge the workmen about 800 in number, and to stop omplotely. And this certainly would not be to the advintage of the Hong Kong Colony into the treasury of which I have to pay yearly $8,430 - for Crown Rent, and $2,087.80 for Contributions,

With this letter I also beg to ly before you the proofs showing that I have ordered there labels already before the outbreak of this war, and that these E cases are marchoused in Rotterdam, and were paid for in June 1915, so that you will be able to confirm to the British Government that my foregoing declaration is correct and true.

Please urge upon the attention of the British Govermant that in shipping these labele to my factory at Hong Kong the enemies of His British Majesty will not derive the slightest advantage pecuniary or otherwise, but a Belgian industry at Hong King would thus be saved from being complotely suspended, ami 600 workmeri and workwomen from losing their daily bread. trust therefore that the British Government will grant me a special permission for shipment of the above newed 5 cases of labels from Rotterdam to the Orient Tobacco Manufactory C. Ingenohl at Hong Kong and will forward said permission through His British Majesty's Consul General at Rotterdam tớ branch house C. Ingenoĥl "Witte Huis" at Rotterdam.
